Information About Penalty Charge Notices
On-street and off-street parking enforcement
West Berkshire Council operates civil parking enforcement in all council car parks and on-street restricted areas.
We operate parking enforcement to make sure residents and visitors to West Berkshire have adequate parking spaces, and to ensure the safe flow of traffic. We undertake our enforcement activities in line with the Traffic Management Act 2004.
Please be advised that West Berkshire Council would not send a text message regarding outstanding Penalty Charge Notices. Should you receive a text regarding this, be aware that it is a scam and delete/block the number.
Pay or Appeal a Penalty Charge Notice
If you have been issued with a Penalty Charge Notice (PCN), you can:
- pay your Penalty Charge Notice (payment within 14 days is charged at discounted rate)
- or, you can appeal against your Penalty Charge Notice
Never ignore a Penalty Charge Notice as the unpaid amount will only increase over time.

What will happen if my appeal is rejected?
If your appeal is rejected by West Berkshire Council, you will be re-offered the 14 day discount payment rate.
Should you wish to appeal further against the PCN, once you receive your Notice to Owner (NTO), you can submit formal representations in writing to our parking office.
If your representations are rejected you are entitled to take your case to the Traffic Penalty Tribunal.
