Call for Sites

Suggest land within West Berkshire that could be developed in the future.

West Berkshire Council is holding a Call for Sites to inform the new West Berkshire Local Plan. The Call for Sites will run from Monday 2 February to 11.59pm on Monday 30 March 2026

Local Plans set out planning policies and proposals for future development. They guide decisions on housing, economic development and infrastructure, and identify land for these uses while protecting the environment. Local plans are used to help determine planning applications.

What is the Call for Sites?

The Call for Sites is your opportunity to suggest land within West Berkshire that could be developed in the future. We welcome submissions from landowners, site promoters, developers, and other interested parties.

Sites can be put forward for any use, including for housing (market, affordable, rural exception sites, and self and custom-build housing), the travelling community, employment (offices, industrial, and storage and distribution/logistics), and retail. We are also keen to receive sites for minerals and waste, community facilities and green infrastructure, as well as renewable and low carbon energy.
 

Guidance for submitting a site

Before submitting a site, please note the following:

  • sites submitted to previous Call for Sites will not automatically be carried forward
  • complete a separate form for each site submission
  • there is no minimum or maximum site size
  • sites can be located either outside of or within settlement boundaries - however, sites proposing fewer than 10 dwellings within settlement boundaries should not be submitted
  • we encourage those submitting large, strategic sites to work collaboratively together with adjoining landowners / promoters where appropriate - this is to ensure that a coordinated and comprehensive approach is taken in establishing their development potential

Submitting a site does not guarantee it will be allocated for development in the new Local Plan or granted planning permission. All sites will be assessed using national planning guidance. This is a data collection exercise, not a decision-making process.

 

What happens next?

After the Call for Sites closes, we will we will assess all submitted sites for their deliverability, in accordance with national policy. This will inform the preparation of a Housing Land Availability Assessment (HELAA).

The HELAA is a technical study required by national policy. It identifies land that may be available, suitable and achievable for housing, employment, and other uses. It does not decide which sites will be developed. The HELAA:

  • assesses the suitability and development potential of sites submitted through the Call for Sites
  • helps inform the new Local Plan
  • does not allocate sites or influence planning decisions

The HELAA will be accompanied by a map showing all the site submissions. Residential sites will also be included on our Brownfield Land Register if they meet the relevant criteria.
