North East Thatcham Masterplan

The site at north east Thatcham was allocated for development in the Local Plan Review 2023 to 2041 (LPR) adopted in June 2025.
Policy SP14 of the LPR describes how the area should be planned as a well-designed and sustainable extension to Thatcham. It should be made up of different neighbourhoods, each shaped by the surrounding landscape. These neighbourhoods should be well connected to each other, linked into Thatcham, and include natural spaces and wildlife corridors throughout the site.
Proposals must clearly show how all the infrastructure, services, open space, and facilities will be provided. This includes services, roads, schools, open spaces and community facilities. These must meet the needs of new residents and be delivered in a planned and coordinated way across the whole site. Infrastructure and facilities must be provided alongside housing as the development is built in phases.
The site is allocated for the phased delivery of:
- approximately 2,500 homes (a mix of housing types, tenures, and sizes)
- at least 40% of dwellings will be affordable housing in accordance with policy SP16
- 3% of dwellings will be delivered via serviced custom/self-build plots
- community facilities, including local centres, healthcare and education provision
- green infrastructure and new community park making up approximately 50% of the site
The final number of homes will be confirmed through an adopted North East Thatcham Masterplan, which must be set out in a Supplementary Planning Document .
The Masterplan will build on work carried out to support the allocation of the site in the Local Plan. It will explain the overall the vision, land uses, and development principles that future planning applications for the site will need to consider. It is not a planning application.

At this early stage of masterplanning we want your views on various aspects of the emerging Masterplan to make sure that the any future development considers the needs and wants of the existing community.

We're running three drop-in sessions where you can see our early plans, ask questions and share your views at the following times and places:
- Friday, 24 April 4.30pm to 8pm at Bucklebury Memorial Hall, 57 Broad Lane, Upper Bucklebury, RG7 6QH
- Monday, 27 April 4pm to 8pm at Thatcham Parish Hall, Chapel Street, Thatcham, RG18 4QL
- Thursday, 30 April 4pm to 8pm at Acland Memorial Hall, Hermitage Road, Cold Ash, RG18 9JH

What happens next
All feedback we receive will be analysed and used to inform the draft Masterplan, which will be subject to public consultation in summer 2026. Following this, the updated draft Masterplan will be presented for consideration by elected Members at a meeting of the Full Council towards the end of 2026 (tbc).
