West Berkshire Council has powers in relation to the management of parking provision under the Road Traffic Regulation Act 1984, which also specifies how income from charges can be used by the local authority. The Road Traffic Act 1991 gave all local authorities the ability to enforce parking offences that were previously only enforceable by the Police and the Traffic Management Act 2004 built on that 1991 Act, consolidating and enhancing the council's abilities by replacing Decriminalised Parking with a process known as Civil Parking Enforcement (CPE).
West Berkshire Council obtained these CPE powers in April 2009, which allowed penalty charge notices (PCNs) to be issued for illegal parking to help manage traffic on our network, improve road safety and support wider transport objectives from any revenue raised. At the commencement of CPE a key part of this process involved all of the on-street parking restrictions across the district being consolidated into a single legal document, the Principal Traffic Regulation Order (TRO). These parking restriction details were also transferred onto a digital mapping system so that they were available in a graphic representation that was easier for the general public to interpret and view on our website using our online map.
Since April 2009, regular amendments have been made to the Principal Order and this consultation relates to the 35th amendment. These amendments can sometimes be significant and include many roads and restrictions and it is a statutory requirement that a public consultation is carried out on any proposed changes so that the public and general road user can comment before any change is made permanent.
Our method of managing our parking database involves a map grid system of numbered rows and lettered columns covering our district, with each individual map tile having its own unique reference number. At every location where there are parking restrictions in place on-street there is an associated parking plan which is listed in the Principal Order. Each plan shows the parking restriction type and describes the extent and location of each restriction.
When new parking restrictions are proposed this will result in either a new plan being added to the Principal Order if no restrictions are in place on a road prior to the proposal, or there will be a revision to the current plan at that time where restrictions are already present.
What we are proposing
The Order we are now proposing to make will involve the revision of plans AK71, AK72, AR72, AS72, AT72, AU72 & AU73. The effect of which will result in parking restrictions in the following areas and roads:

What happens next
All comments and objections we receive will be taken into account, and a report submitted for consideration by Councillor Stuart Gourley, Executive Portfolio Holder for Environment and Highways, who will decide how to proceed.
If the decision is to approve the proposal, the changes will be implemented as soon as our Highway Contractor is able to programme the works.
After the consultation has closed, if the decision is made to introduce or amend the restrictions, all objectors who have requested feedback will be informed accordingly.
We aim to publish on this page a summary of the responses we received, and the decision taken, within three months of the consultation closing.
