Ultra Low Emission Vehicle Strategy

Supporting the uptake of low emission vehicles

The Icon for pdf Ultra Low Emission Vehicle (ULEV) Strategy [912.4KB]  represents a key action in working towards the West Berkshire target of carbon neutrality by 2030.  It is also the Council's positive response to the likely Government policy of ending the sale of new petrol, diesel and hybrid cars and vans by 2035 or earlier. 

The development of a dedicated ULEV Strategy was an action within the Council's Environment Strategy, launched in July 2020.  Transport emissions make up a large part of West Berkshire's overall emissions.  It has therefore been important to prioritise this strategy as we work towards reducing our impact on the environment.  

Through this strategy we are seeking to support residents and businesses in the transition to low emission vehicles. 

We can do this in a number of ways including:

  • ensuring new homes built in West Berkshire have electric vehicle charging points
  • installing on street charging points to support residential areas where many homes do not have off street parking available
  • working with businesses and other partners (such as the rail industry) to encourage the delivery of charging points at their locations

The Council already has ULEVs as part of our fleet vehicles. We're looking to increase the proportion of ULEVs over the period of the strategy and reach 100 per cent by 2030 where this relates to cars and light-duty vehicles.  

Low emission technology is a rapidly changing area, with frequent new developments and changing user patterns. As a result, what is right now, won't necessarily be right in two years' time. Therefore the Strategy and its actions will be regularly reviewed and updated as new developments are made and uptake increases.

The ULEV Strategy was approved at the Executive Meeting on 3 September 2020
